CQC Framework Changes: What Operators Need to Know

The Care Quality Commission's single assessment framework represents the most significant change to how care businesses are regulated in a generation. Replacing the previous five key questions with a new evidence-based approach, the framework places greater emphasis on how operators can demonstrate their quality standards — not just at inspection, but continuously.

Under the new framework, the CQC expects providers to maintain a comprehensive evidence library that demonstrates compliance with the new quality statements. This includes documentation of how services are safe, effective, caring, responsive, and well-led — assessed against measurable indicators rather than inspection snapshots.

For operators, the shift requires a more proactive approach to governance. Businesses that maintain real-time quality dashboards, document incidents systematically, and conduct regular internal reviews will be best placed to achieve and sustain good and outstanding ratings.
